Overload APEX_UTIL.SUBMIT_FEEDBACK to return the FEEDBACK_ID

Add an overloaded version of the APEX_UTIL.SUBMIT_FEEDBACK API method that includes an OUT parameter returning the FEEDBACK_ID of the submitted feedback. This can be used to link data captured in custom feedback pages (e.g. file attachments) that is stored in other tables to the entered feedback.

We reviewed this idea carefully, and while it was interesting, we concluded that due to all the internal implications we need to take into account, it is unlikely to make its way into APEX.
