Provide a workspace-specific toggle to turn of auto-creation of LOV
This feature may be helpful to some, and causing time to be wasted by others. The waste of time derives from the surveillance of LOVs to find ones created by APEX and delete them.

Use Case
Never once has APEX written an LOV the way we execute them. 

Preferred Solution (Optional)
A global switch within an APP or workspace to allow users to disable this rather new feature. I've been on APEX since HTML-DB. But even for newer folks, APEX tends to duplicate identical LOVs unnecessarily. This makes the space messy.
