Idea Summary
Add the ability for the PopUp LOV item's Manual Entry toggle to be controlled through a condition/authorization. This should apply to both the page item and interactive grid PopUp LOV type.

Use Case
I have a page that has a PopUp LOV page item and I want it to be locked to the available values for some users and “editable” (so new entries can be added outside the LOV's list) for other users.

In an interactive grid, it would be nice if the condition could use other column values to determine if the manual entry is enabled or not.

Preferred Solution (Optional)
Change the current option for a switch toggle to a drop-down list with the various options (On/Off/Condition/Authorization Scheme) and display the relevant fields like other page items do.
