Provide a setting to establish the system default for the "Audit Information" attribute during application, page, and component exports.

Use Case
Currently, APEX defaults the "Audit Information" toggle to "None". While "None" is ideal for modern CI/CD pipelines, our development team explicitly relies on the "Names and Dates" audit history inside our local code repositories.

Forcing developers to manually switch this dropdown menu from "None" to "Names and Dates" every single time they click export introduces human error. Developers frequently forget to select it, causing inconsistencies in our backup files. Having an environment toggle allows teams to establish a rule that matches their specific workflow requirements without relying on manual steps.
