Idea Summary
Perform phases 1 and 2 of the APEX upgrade process when the latest APEX release becomes available across OCI.

Apply the latest patchset available at time of release.

If subsequent patchsets are released, apply them during the routine ADB-S maintenance windows.

Use Case
When the customer is ready to upgrade they initiate upgrade via the internal workspace or PL/SQL.

This triggers phases 3 and 4 of the upgrade reducing customer downtime.
