APEX 261. AI Agent System Prompt is too small

Idea Summary
The system prompt field for AI Agent is only 4,000 characters. This is not long enough for sophisticated agents. This should be a CLOB field.

Use Case
Sophisticated agents require system prompts much larger than 4,000 characters.

Preferred Solution (Optional)
Make this field a CLOB. I realize you can also use Augment System Prompt tools and even substitution strings in the System prompt field but we should really be able to just enter a larger system prompt without using these workarounds.
