Enable Run Action for Global Page and Modal Dialog in App Builder Page List (26.1)

Idea Summary
Oracle APEX 26.1 introduced the ability to run Global Pages and Modal Dialog pages directly from the Page Designer, which is a great enhancement.

However, the Run button for these page types is still disabled in the App Builder → Pages list. This creates an inconsistent user experience because the same pages can be run from Page Designer but not from the App Builder page list.

Use Case
Developers can quickly test Global Pages and Modal Dialog pages directly from the App Builder page list without opening Page Designer.

Preferred Solution (Optional)
Enable the Run button in the App Builder → Pages list for Global Page and Modal Dialog page types, matching the behavior already available in Page Designer. The Run action should launch these pages in the same way as it does from Page Designer.
