api to fetch password in clear format from the credentials.

Idea Summary
Customers tend to have quite exotic authentications with interfaces we are using from plsql layer.. some cases we need to pass the password in some custom attributes and for that we have needed to store the password in somewhere else than apex credentials.

This idea is open.
