Idea Summary
The “Create Multiple Users” feature is available in Workspace Administration but not in APEX Administrative Services (Instance Admin). Since Instance Admins have higher privileges, this creates an inconsistency in user management. Request to enable bulk user creation at the Instance Admin level.

→ Reduces dependency on workspace admins
→ Ensures centralized and consistent user provisioning

Preferred Solution (Optional)
Add “Create Multiple Users” option in: APEX Admin Services → Manage Developers and Users, same as Workspace Admin Create Multiple Users option.

Clarification Request
If this is by design, please share why bulk user creation is available only for Workspace Admin and not for Instance Admin.
