export access control list in a declarative way

Idea Summary
It would be useful export the access control list in a declarative way, for example like export application components. This is useful when you deploy your application in another environment, from dev to prod, for example.

Use Case
For back-up purpose or when you deploy your application in another environment, from dev to production

Preferred Solution (Optional)
You can add Access Control List type when you are exporting Application Components, if you want to perform it at application level, or you can add it at workspace level.

We reviewed this idea carefully, and while it was interesting, we concluded that due to all the internal implications we need to take into account, it is unlikely to make its way into APEX.
