Preferred Solution
Add a dedicated Page Designer tab listing all plug-in instances used on the currently edited page.
Plug-ins could be grouped by plug-in type, similar to how templates are grouped.
If adding a new tab is considered too heavy, an alternative would be extending the Shared Components tab to include plug-in instances used on the page.
