Idea Summary
We would like the ability to make primary report defined conditions read-only e.g filter conditions, highlights etc.. and at the same time allow the users to create their own conditions which are updatable

Use Case
If we hide the action or bar that displays the bar that displays the conditions so that the user cannot change the primary report conditions, if the user then performs their own filtering actions etc.. there is no indicator of which filtering conditions they set since the bars are hidden. If we turn the bars above on, the users can manipulate the look of the primary report which we do not want. 

Preferred Solution (Optional)
It would be good to have some way to say whether  filter condition , highlight, control breaks defined for primary report can be modified by the end user or going a bit further give some kind of access controls.
