Option to hide "Set Time Zone" hyperlink when "Automatic Time Zone" is enabled.

Use Case
Users may enable "automatic time zone" in Oracle APEX apps to ensure their session time zone matches their browser/device. However, the persistent "set time zone" link confuses users and potentially leads them to believe something is wrong (which we have encountered). Removing or hiding the link when automatic mode is active would reduce confusion and give them just a normal experience while the time zone is being set and the app is loading.
