Toggle "Used by App Builder" in Generative AI Service

Idea Summary
Currently, when creating a new AI service, we need to save it as not “Used by App Builder”, disable to actual used one, then return and enable it.

Use Case
Reduces steps to activate new default AI service.

Preferred Solution (Optional)
We could have a “make default” similar the Authentication Scheme

At the time of saving instead of blocking the save, a pop up confirming the action could show up.

We reviewed this idea carefully, and while it was interesting, we concluded that due to all the internal implications we need to take into account, it is unlikely to make its way into APEX.
