Idea Summary
The Discovery URL should be changeable depending on the environment where the application is deployed to.

Use Case
In cases where there is production and non-production authentication instances.

Preferred Solution (Optional)
Allow pre-auth procedure to change discovery URL for cases when a company has non-prod and prod environments.

This is a great idea! You can already achieve this in APEX today with a slightly different approach.

There is an existing technique to do this, but not through the pre-authentication procedure - but rather a procedure you configure in security attributes.

And APEX 24.1 introduced an even easier option when you don't need different authentication scheme attributes at runtime, but you want different values in dev/test/prod. See AUTHENTICATION_SUBSTITUTIONS instance parameter.
