Add More NUMBER Columns to APEX_COLLECTIONS

It would be useful to have additional NUMBER columns for APEX_COLLECTIONS (and related PL/SQL APIs). When working with collections that have more than 5 number columns, having to use VARCHAR2 columns is error prone and non-performant.

This request is likely a duplicate of FR-599.
