Why can't we define specific roles or users at login and grant them permission to remove/edit other users' public reports?

Use Case
We have users creating their own public reports and then leaving the organization.  These public reports can never be removed unless someone reports them or wants to modify them.  The only way to remove it is through the admin console.  Or others will take the exact same report and create a v1, v2, etc because they can't modify the existing one resulting in a long list of public reports.

Preferred Solution (Optional)
Have some sort of user group that we can enable and allow users to modify others.  Or enable a delegation feature where the report writer can ‘delegate’ a group of users as co-owners so that a team can maintain it.
