Add a "code formatter" i.e. the ability to format code.

Add a "code formatter" i.e. the ability to format code in the SQL Window / Editor. This is really useful especially when working on code with so many lines.

We reviewed this idea carefully, and while it was interesting, we concluded that due to all the internal implications we need to take into account, it is unlikely to make its way into APEX.
