Idea Summary
It looks like there is NO API ( PL/SQL ) that can be executed from the database to set “Allow App Builder” value to No for a workspace.  This can be done from the Internal admin workspace but not through the backend database

Use Case
Automate disable App builder for workspace in production environments where users won't be able to build apps directly.
