Idea Summary
Provide feature to create external tables keeping data outside Oracle in CSV files, without importing into Oracle

Use Case
External table are required to read the data in CSV format outside oracle, when we have large number of records, more than one lakh

Preferred Solution (Optional)
Provide syntax to create external table, to read data from CSV file stored i FTP server or external directory

This is a great idea! You can already achieve this in APEX today with a slightly different approach.

This is exactly what can be achieved with REST Data Sources today from APEX.

To use REST Data Sources for reading external CSV file, We need OCI or oracle cloud License ?
