Idea Summary
I just had an OCI APEX 24.1 to 24.2 Upgrade that was stuck for 2+ days before I reported it & then took another 2 days (over a holiday weekend, I admit) to complete. As this is an automated service on an Autonomous database and is supposed to only take around 3 minutes, APEX should detect that it is stuck after some reasonable time period, say 15-30 minutes, and call for help without the customer having to report it.
