Idea Summary
Add ability to define Page Item Help attribute text using the same options that are available for defining the Page Item Default value, i.e. Static, Function, etc.

Use Case
Make it possible to create functionality for creating and maintaining Help text on pages.  Benefits are 1.) Creation and maintenance of help text could be delegated to non-Developers, i.e. Business Analysists and knowledgeable user Subject Matter Experts (SME), 2.) Much more likely Page Item help text will be populated and available to users, 3.) Easier to keep it up to date.

Would create a generic help function accepting App ID, Page #, and Page Item Static ID or name that looks up help text and returns the value.

Preferred Solution (Optional)
Replicate logic used for defining default value and use for defining help text.
