Support for XLIFF 2.1

Idea Summary
We want to use XLIFF to translate our applications. Unfortunately modern translation tools as e.g. deepl support only the usage of XLIFF files in format 2.1. and APEX itself is just able to create XLIFF files in format 1.0

Use Case
If APEX would offer the possibility to create XLIFF 2.1 files, we could use the power of AI supported translation tools

This idea is open.

    yes please, version 1.0 is completely outdated.
