Ability to select Target in Link Builder

Idea Summary
In the Link Builder I would like to have the option to define the Target.

Use Case
When you want to open a page in a new Tab or new Window, you need to be able to define the Target.

Preferred Solution (Optional)
Add in Advanced a dropdown choice of Target: 

| Value | Description |
| --- | --- |
| _blank | Opens the linked document in a new window or tab |
| _self | Opens the linked document in the same frame as it was clicked (this is default) |
| _parent | Opens the linked document in the parent frame |
| _top | Opens the linked document in the full body of the window |
| framename | Opens the linked document in the named iframe |

This is currently on the roadmap for a future release of Oracle APEX.

    Target should also be a standard option in static list values, e.g. for a URL in the Desktop Navigation Bar list.

    The inability to do this creates a usability problem for users (or, if the developer is going to create the link via JS, a usability problem for developers).

    Note that the end user can't even right-click to open in a separate window – it's pretty much blocked.
