Organizations are moving to Role-Based Access Control to simplify the access lifecycle as it's far easier to manage a few enterprise roles and its access grants/certification than to handle a very large number of entitlements. When users create new roles, there is a need to convert existing account/entitlement grants to role-based grants. OIG 12c PS4 now supports converting request and admin based grants to role-based grants.
